In 2021, with Joe Biden as the elected president, the Democrats need to enact Supreme Court reform.
The first step would be to require that U.S. Supreme Court Justices comply within 30 days with the Code of Conduct for U.S. Judges that applies presently to all non-Supreme-Court federal judges.
The second step would be to set a Supreme Court term limit of, for example, 18 years. Since the U.S. Constitution provides a lifetime appointment for federal judges, after serving 18 years on the Supreme Court, a justice might then chose an open seat on one of the U.S. Courts of Appeal or on one of the U.S. District Courts.
The third step would be for the president to appoint a Supreme Court Justice each year until there are nine Supreme Court Justices with a lifetime appointment beginning with an 18-year-Supreme-Court-term. Any vacancy created by a non-18-year-Supreme-Court-term justice would be filled by a lifetime appointment beginning with an 18-year-Supreme-Court-term.
With these three steps, we can ensure even more respect for a nine-member Supreme Court.
